The State of Smart Digitalization of Public Procurement in Algerian Legislation

Abstract

Technological development has had a significant impact on the activities of public administration in all fields, particularly in the area of public procurement. The procedures for awarding public procurement contracts have been influenced by this development, leading to the introduction of a new approach to procurement procedures that is consistent with technological advancements. This is the approach adopted by the Algerian legislator through the establishment of a dedicated electronic system (the electronic portal) to implement these procedures by issuing legislative legal provisions governing it, notably Law No. 23-12.
